Rachel Hogue is a Christian, wife and daughter that is a lifelong educator, a proud seventh-generation Texan, and a leader who believes the strongest solutions for Texas schools come from real classrooms—not political talking points. With 14 years of hands-on experience across multiple grade levels, Rachel has dedicated her entire career to helping students learn, grow, and succeed. She is running for the Texas State Board of Education because every child deserves a strong foundation, every teacher deserves real support, and every community deserves a school system that works.
For Rachel, this mission is personal. She has taught Kindergarten through High School, served as a Reading Interventionist, supported middle and high school students as a SPED Resource educator, and strengthened instructional quality as an Instructional Coach and MTSS Coordinator. She holds a Master’s degree in Curriculum & Instruction (with a Reading specialization) and is a certified principal—experience that has allowed her to lead data-driven interventions, support teachers, and implement systems that truly close learning gaps.
An Educator, Not a Politician
Rachel has spent her career inside classrooms, intervention rooms, teacher planning meetings, and campus leadership teams. She knows what works—and what doesn’t—because she’s lived it. Her belief is simple: before Texas raises academic expectations, we must ensure students are actually mastering the standards we already have.
Raising the bar without at least 80% mastery doesn’t create excellence—it widens gaps. And too often, the students who fall into those gaps are the ones who needed us the most. Rachel is running to fix that.

Rachel’s platform is built on practical, experience-based improvements that put students first and empower teachers to do their best work.
1. Strong Support Systems for Students
Every student deserves targeted, data-driven support that helps them reach true grade-level mastery. Rachel has built and led these systems—and she knows how to scale them statewide.
2. Respect, Support, and Retention for Teachers
Teachers are the heartbeat of our schools. Rachel has coached and trained educators for years, and she understands what real support looks like: less red tape, more resources, better training, and policies shaped by people who actually work in schools.
3. Academic Expectations That Make Sense
Excellence starts with a strong foundation. Rachel will champion policies that ensure students master skills before expectations are raised—closing gaps, not widening them.
4. Expanding CTE, Trades Education & JROTC Opportunities
Not every child’s future fits a traditional four-year path—and that’s not a weakness, it’s a strength.
Rachel believes Texas must expand:
Career & Technical Education (CTE)
Trades pathways such as welding, plumbing, agriculture, electrical, mechanics, and health science
JROTC programs that build leadership, discipline, and confidence
Schools should graduate students with skills, certifications, and clear pathways into good-paying jobs or military service. Our state’s workforce depends on it.
5. Local Voices Over Politics
Schools should be places where children feel safe and supported—not political battlegrounds. Rachel will work to refocus the State Board of Education on what matters: strong instruction, strong schools, and strong futures.
Why She’s Running
Rachel has worked with struggling readers, supported students with learning differences, built intervention systems from the ground up, and stood with teachers who show up every day despite overwhelming demands. She knows firsthand the challenges our schools face—and she’s ready to bring an educator’s voice, experience, and heart to the State Board of Education.
She is running because:
